From the social, economic and industrial points of view, Greater Milan is one of the most complex metropolitan areas in Europe and is Italy's largest conurbation.
This is largely due to the dynamic economic, social and cultural interaction consolidated between the various areas of the Milanese region which has led to many thousands of people commuting from the hinterland into the centre, for the purpose of both work and study.
These strong local and functional links have prompted the various levels of the public administration (from town councils to the Milanese Provincial and Lombard Regional authorities) to join forces to define and implement policies that can guarantee more efficient local government.

The Lombardy Region stands at an intermediate level between national and local government. It is an independent body with its own charter, powers and responsibilities, as laid down by the Italian Constitution.

The Province of Milan, with institutional-administrative powers over most of the Milanese region, has both its own responsibilities and others conferred to it by national and regional laws.

According to the principle of subsidiarity, local town councils have administrative duties towards the area and its population, with particular focus on social services, local area management, economic development, mobility and primary education.
