The Lombardy Region is an independent body with its own charter, powers and responsibilities as established by the Italian Constitution. Institutionally, it stands at an intermediate level between the State and local government.
Following the constitutional reform of 2001, the Region gained exclusive residual jurisdiction over matters that the Constitution nominates and attributes exclusively to the State, and concurrent jurisdiction with the State as established in the Constitution.
The Region also enjoys administrative and financial independence as regards revenue and expenditure. It establishes and applies its own taxes and revenues, in tune with the Constitution and according to the principles of the coordination of public finance and of the tax system. Although foreseen in the Constitution, fiscal federalism has not yet come into effect.
