Guidelines for Ecologically Equipped Industrial Areas PDF Print E-mail

By spreading and experimenting guidelines for promoting and managing Ecologically Equipped Industrial Areas (EEIAs) in the province of Milan, we hope to provide an effective answer to a series of practical questions linked to the promotion of new industrial developments in the Milanese area and to the improvement of existing plant from the urban planning, energy and functional points of view.

The EEIA Guidelines issued by the Province of Milan are characterized by an experimental, incremental and markedly voluntary approach to implementing actions. As such they define and identify:

  • Operative pathways and intervention models for applying the Guidelines locally (supporting the local councils and private bodies in the concrete application thereof);
  • Procedures for managing environmental improvement work on industrial plant (by applying particular management and certification systems);
  • Technical solutions at the service of local councils aimed at introducing environmental quality requirements into urban planning tools;
  • Structural, plant engineering and management solutions (regarding issues such as energy, water, waste, noise, mobility and logistics, atmospheric emissions, etc.);
  • Instruments for financing the re-qualification and environmental improvement of industrial areas;
  • Examples of how other Italian provinces have tackled the EEIA issue.

These Guidelines are the result of the pilot project "Rethinking industrial areas. Rules, projects and management for environmental and functional quality" promoted by the Province of Milan in the context of the Città di Città strategic plan. The project was coordinated, technically and operatively, by Milano Metropoli Agenzia di Sviluppo and developed by a Technical Board that included:

  • Public administrations: Regione Lombardia (departments of Environmental Quality and Industry), Provincia di Milano (departments of Provincial Strategic Planning, Economic Activities, Local Area and the Environment), the Milan Chamber of Commerce (and its special company OSMI)
  • Business associations: APA Confartigianato, API Milano, Assimpredil Ance, Assolombarda, Confindustria Alto Milanese
  • Development agencies: Milano Metropoli, Agintec, CAAM, Euroimpresa Legnano
  • Universities and research institutes: the Board's activities were supervised scientifically by IEFE - Università Bocconi, DiAP - Politecnico di Milano and Ambiente Italia Istituto di Ricerche.

The Province of Milan has started to promote and publish the Guidelines and - along with Milano Metropoli Development Agency - plans to consolidate the partnership and the work done by the Technical Board in order to foster technological and environmental innovation in industrial plant in the Milanese area, supporting the various players involved in their application and launching experimental projects with the public administrations.
