North Milan has been one of Italy's pioneering areas in developing supra-municipal planning instruments to overcome the industrial crisis that marked the turn of the century. Over the years, local city and town councils have gained considerable experience in developing inter-town programming processes and actions: from drawing up the first Strategic Project and Agenda 21, to setting up Local Parks of Supra-Local Interest, from creating consortia to manage public services to underwriting and implementing river contracts.
This culture of cooperation and governance led, in 2005, to the Pact for North Milan, a cooperation agreement between towns and with the Province of Milan, aimed at re-launching and reinforcing inter-institutional action on key issues for development: housing, business, culture, green areas, mobility, social welfare. In the context of the Pact, in 2008 the Strategic Project and the North Milan Area Plan were defined.
The purpose of the North Milan Area Plan is to coordinate urban development policies, linking them with the Local Provincial Coordination Plan (PTCP) and the municipal Local Governance Plans (PGT).
(2008) The North Milan Area Plan, developed by the seven towns and by the Province of Milan, with the contribution of Milano Metropoli and Centro Studi PIM, is a voluntary vast area local planning instrument designed to coordinate the work that goes into planning and programming urban and territorial changes, worked out both at a municipal (PGT) and provincial (PTCP) level. The Plan consists of an analytical assessment of the various subjects involved in urban and territorial planning and of a policy plan-scenario for municipal and provincial territorial planning.
Main issues covered:

Green: protected natural areas, widespread urban green, agricultural contexts and non built up areas.

Public housing and policies for tackling housing emergencies.

Public services or services of public and general interest of supra local importance, with special focus on social welfare, health and cultural services.

Infrastructure and mobility, with special focus on sustainable mobility.

Economic-industrial system: businesses, areas and premises.
