Pact for North Milan – Conference of Towns PDF Print E-mail

With the creation of the Province of Monza and Brianza, various areas around Milan have been shifted into a new context that now requires territorial and administrative re-organization. The Province of Milan has singled out North Milan as an area in which to experiment a new form of aggregation between towns and a new plan for the network of local services and development strategies.

In 2005 the town councils of Bresso, Cinisello Balsamo, Cologno Monzese, Cormano, Cusano Milanino, Paderno Dugnano and Sesto San Giovanni jointly signed the Pact for North Milan. Together, and with the Province of Milan, they embarked on a coordinated supra-municipal approach to issues considered key for their development.

Within the context of the Pact, and coordinated by Milano Metropoli, in 2008 the seven towns produced a Strategic Project and an Area Plan. They also set up the Conference of Local Towns.

The North Milan Conference is a permanent institutional assembly that sees the Province and the local town councils sharing and working together in order to integrate their development policies and the way they program and plan functions and services of supra-municipal interest. It also provides the ideal environment in which to stimulate ideas on North Milan's role in the coming years. The Conference involves the area's main economic and social players through the Forum for the Development of North Milan (set up in February 2009).

The Milano Metropoli Development Agency acts as the strategic and technical secretariat for the Conference of Local Towns and for the Forum for the Development of North Milan. Initial projects and initiatives promoted by the Agency in the context of the Conference, in partnership with the local town councils and other local players:

  • North Milan Integrated Cultural System. In May 2009, Milano Metropoli, the Province of Milan and the North Milan Town Councils signed the articles of association of an ATS (a Temporary Association of Purpose) for the enhancement and integrated management of the area's cultural offering, thereby giving rise to the first integrated local cultural system in the Milanese area. The aims of the project are: to build up a rational and coordinated cultural offering; to improve the existing public and private cultural heritage and the environmental and territorial resources linked thereto; to promote and advertise the North Milan Cultural System; to create an effective model of cultural network management.
  • Audiovisual district. Since the 1990s, when the Fininvest networks first set up shop in Cologno Monzese, the North Milan area has developed a vocation for the audiovisual sector. This is due to the myriad of small and medium-sized creative enterprises, with high added value, that have sprung up around the media giant and that still boast great potential for growth and development. The audiovisual district project aims to set up services and take actions that will strengthen and improve this sector (networking, transferring know-how, helping new start-ups in the area). Milano Metropoli has entered the audiovisual district project for the Lombardy Region's DRIADE competition in the hope of obtaining funding.
  • North Milan industrial area bureau. Backed by the Province of Milan, our Agency has helped set up a "think tank" - attended by experts from the seven town councils involved - to discuss the future of North Milan's industrial areas. The aim is to launch concrete actions to re-qualify existing industrial areas and install new start-ups according to the provincial Guidelines for Ecologically Equipped Productive Areas (APEA). The strategy adopted involves applying innovative quality, energy and environmental standards to North Milan's industrial districts so as to make this area attractive for new enterprises and for the development of businesses already operating in the area.
  • Dossier EXPO 2015. Supported by Milano Metropoli, the seven towns that make up North Milan have produced "Dossier EXPO 2015 Nord Milano", a brochure illustrating the local projects and interventions that have been designed to foster new opportunities and synergies according to the works and activities planned for the Universal EXPO due to be held in Milan in 2015. Theme areas include: infrastructure, green areas, culture, quality of life and reception capacity, economic development.
