IRCs form a network of technological innovation support organizations promoted by the European Commission. The network consists of 68 IRCs throughout Europe and approximately 220 regional support bureaus. IRCs deal with companies already operating and wishing to launch or implement technological innovation, research and development projects.

Typical functions include:

• Supporting SMEs with innovation and technological transfers;
• Identifying technical needs and innovative potential;
• Finding technological partners across Europe;
• Providing advice and innovative support in developing projects;
• Assistance with contracts and negotiations in innovation projects.
